Commissioner Brendan Carr
FCC

Commissioner Brendan Carr is the senior Republican on the Federal Communications Commission, and he served previously as the agency’s General Counsel.

Described by Axios as “the FCC’s 5G crusader,” Carr has led the FCC’s work to modernize its infrastructure rules and accelerate the buildout of high-speed networks. His reforms cut billions of dollars in red tape, enabled the private sector to construct high-speed networks in communities across the country, and extended America’s global leadership in 5G.

Commissioner Carr brings nearly 20 years of private and public sector experience in communications and tech policy to his position. Before joining the agency as a staffer back in 2012, he worked as an attorney at Wiley Rein LLP in the firm’s appellate, litigation, and telecom practices. Previously, Commissioner Carr clerked on the U.S. Court of Appeals for the Fourth Circuit for Judge Dennis Shedd. And after attending Georgetown University for his undergrad, Commissioner Carr earned his J.D. magna cum laude from the Catholic University of America’s Columbus School of Law where he served as an editor of the Catholic University Law Review.

Daphne Keller

Daphne Keller’s work focuses on platform regulation and Internet users’ rights. She has testified before legislatures, courts, and regulatory bodies around the world, and published both academically and in popular press on topics including platform content moderation practices, constitutional and human rights law, copyright, data protection, and national courts’ global takedown orders. Her recent work focuses on legal protections for users’ free expression rights when state and private power intersect, particularly through platforms’ enforcement of Terms of Service or use of algorithmic ranking and recommendations. Until 2020, Daphne was the Director of Intermediary Liability at Stanford’s Center for Internet and Society. She also served until 2015 as Associate General Counsel for Google, where she had primary responsibility for the company’s search products. Daphne has taught Internet law at Stanford, Berkeley, and Duke law schools. She is a graduate of Yale Law School, Brown University, and Head Start.

Michael W. McConnell (Moderator)

Michael W. McConnell is the Richard and Frances Mallery Professor and Director of the Constitutional Law Center at Stanford Law School, and a Senior Fellow at the Hoover Institution. From 2002 to 2009, he served as a Circuit Judge on the United States Court of Appeals for the Tenth Circuit. He was nominated by President George W. Bush, a Republican, and confirmed by a Democratic Senate by unanimous consent. McConnell has previously held chaired professorships at the University of Chicago and the University of Utah, and visiting professorships at Harvard and NYU. He teaches courses on constitutional law, constitutional history, First Amendment, and interpretive theory. He has published widely in the fields of constitutional law and theory, especially church and state, equal protection, and separation of powers. His most recent book, “The President Who Would Not Be King: Executive Power Under the Constitution,” was published by Princeton University Press in late 2020, and his upcoming book, co-authored with Nathan Chapman, “Agreeing to Disagree: How the Establishment Clause Protects Religious Diversity and Freedom of Conscience,” will be published by Oxford University Press in 2022. McConnell has argued sixteen cases in the United States Supreme Court, most recently defending Delaware’s state constitutional requirement of political balance on its court against a First Amendment challenge. He served as law clerk to Supreme Court Justice William J. Brennan, Jr. and D.C. Circuit Chief Judge J. Skelly Wright. He has been Assistant General Counsel of the Office of Management & Budget, Assistant to the Solicitor General of the Department of Justice, and a member of the President’s Intelligence Oversight Board. He is Senior Of Counsel to the law firm Wilson, Sonsini, Goodrich & Rosati.
