SUMMARY:Water Quality Permitting and Reporting for Confined Animal Facilities in California: An Analysis of Annual Reporting
DESCRIPTION:Watch the event \nCalifornia is home to a significant proportion of the confined animal facilities (CAFs) in the United States\, including more large commercial dairies than any other state. These facilities produce millions of pounds of manure each year. If not properly managed\, this waste can pollute surface water\, contaminate groundwater\, and precipitate algal blooms\, resulting in potentially severe human health consequences and long-term environmental damage.\n \nPursuant to the Porter-Cologne Act\, the Regional Water Resources Control Boards (Regional Boards) require CAFs to self-report their manure production and waste management practices in annual reports. This webinar will discuss a recently released white paper that analyzed 1\,280 annual reports submitted to Regional Boards in 2023 and 2024. The analysis reveals that CAFs often fail to accurately report their waste production and manure disposal practices and\, further\, that Regional Boards frequently fail to follow up on these serious omissions or inaccuracies. If you are interested in energy policy and private and public sector energy careers\, join us! \nRanchod will talk about what the CEC does and how it fits into California’s larger energy policymaking/decisionmaking apparatus\, as well as the role of the CEC’s Chief Counsel’s office. He will also discuss his career path and how someone who’s interested in energy work may get into it\, what the market for budding energy lawyers might look like over the next five or so years\, and how people might get into this work. \nRanchod has more than a decade of experience in legal and policy leadership roles at clean energy companies\, including SolarCity\, Tesla\, and OhmConnect. He joined the CEC from Renew Home\, where he was the chief legal officer. He previously represented large-scale renewable energy project developers and other businesses as an attorney at Paul Hastings. Ranchod began his legal career working on complex litigation matters and served as a law clerk to Jeremy Fogel when he was a U.S. District Judge for the Northern District of California. \nRanchod was appointed by Governor Edmund G. Brown Jr. to the San Francisco Bay Conservation and Development Commission\, where he served as a commissioner for seven years. He has also served on a federal advisory committee for the Centers for Disease Control and Prevention’s National Center for Environmental Health and on the boards of several nonprofit organizations. \nRanchod earned his JD from Stanford Law School and graduated magna cum laude from Brown University. DESCRIPTION:Please join the Climate and Energy Policy Program (CEPP) and Environmental and Natural Resources Law & Policy Program (ENRLP) for a lunch talk with Antero Garcia “On Parenting\, Decision-Making\, and the Invisible Costs of the Eaton Fire.” In January\, 100\,000 California residents evacuated their homes due to the Eaton Fire. Thousands of structures in the Pasadena and Altadena area burned to the ground in the second most destructive wildfire in California history.  Many residents are still displaced\, dealing with insurers and worrying about the health risks in their neighborhoods. Professor Garcia will discuss his recently published report on the Eaton fire’s lasting impact on caregiving and decision-making based on interviews with mothers in Pasadena and Altadena. Read more here. \nBiography \nAntero Garcia is an Associate Professor in the Graduate School of Education at Stanford University and Vice President of the National Council of Teachers of English. His research explores the possibilities of speculative imagination and healing in educational research. Prior to completing his Ph.D.\, Garcia was an English teacher at a public high school in South Central Los Angeles. He has authored or edited more than a dozen books about the possibilities of literacies\, play\, and civics in transforming schooling in America. His recent books include All Around the Town: The School Bus as Educational Technology and Civics for the World to Come: Committing to Democracy in Every Classroom. DESCRIPTION:THE EVENT HAS MOVED TO ROOM 280B. \nJoin Stanford’s Climate and Energy Policy Program (CEPP) for a lunch discussion with Austin Frerick\, author of the acclaimed 2024 book Barons: Money\, Power\, and the Corruption of America’s Food Industry. \nFrerick is an agricultural and antitrust policy expert and fellow at Yale University\, whose book exposes how a handful of powerful corporations have come to dominate America’s food system. \nDrawing on his background as a former U.S. Treasury official and 7th-generation Iowan\, Frerick will explain how a handful of corporate “barons” have reshaped livestock production—particularly in the dairy and hog sectors—through vertically integrated CAFOs that exploit regulatory loopholes\, pollute local environments\, and undermine independent farmers. These operations raise urgent questions about antitrust enforcement\, environmental justice\, labor rights\, and the failure of current regulatory frameworks to address industrialized agriculture’s full social costs. \nThis talk will be especially relevant for students and scholars interested in environmental law\, agricultural policy\, antitrust law\, and rural justice.
