Professor David Mills is mentioned in the Ventura County Star regarding a new Three Strikes Project report on how prisons have replaced mental health institutions as a place to house those who are mentally ill. 

Asserting that Friday night’s murderous rampage in Isla Vista by a disturbed young man has added new urgency to the issue, Senate President Pro Tem Darrell Steinberg on Wednesday proposed a $175 million investment in mental health programs.

Most of the money would pay for direct services to provide treatment to mentally ill offenders after they have been released from jail or prison, but the proposal also includes $12 million to provide enhanced training for law enforcement officers in identifying and dealing with individuals who are mentally ill.

Stanford Law Professor David Mills said the study demonstrated how prisons and jails have replaced mental hospitals as places to warehouse the mentally ill in California. “It’s a 19th century model. It’s time to change that,” he said.
