Cindy Liou is the State and Local Policy Director at Kids in Need of Defense (KIND), a national non-profit working to provide legal counsel to unaccompanied refugee and immigrant children in the United States. Prior to this role, she served as the Deputy Director of Legal Services at KIND. Previously, she was the Director of the Human Trafficking Project at Asian Pacific Islander Legal Outreach, where she also co-counseled several civil litigation cases on behalf of human trafficking survivors, and represented survivors of domestic violence, sexual assault, elder abuse, and hate crimes.
José Martinez is the Deputy County Counsel at the Office of the County Counsel, Santa Clara County. José Martinez joined the Office of the County Counsel in 2020. As a member of the Civil and Code Enforcement team, he represents the County in a variety of enforcement actions. As a member of the Civil Rights, Tort, and Employment Litigation team, he represents the County and its employees in civil litigation in state and federal court. Prior to joining the Office of the County Counsel, José was an associate at Keker, Van Nest & Peters LLP. He previously served as a law clerk to the Honorable Haywood S. Gilliam, Jr. in the U.S. District Court for the Northern District of California.
