The Role of Funding Agencies in Facilitating Open Science: A Transatlantic Study

Abstract:
The study aims to investigate the impact of funding agencies (FAs) in the US and Europe on the advancement of open science, a concept encompassing unrestricted access to scientific publications and research-related materials, including data and samples. The study’s two main objectives are: (1) developing a taxonomy of open science policies by American and European FAs, and (2) conducting a comprehensive, transatlantic comparison between FAs’ open science policies and enforcement strategies.

Given that FAs fund a considerable proportion of research, understanding their impact on open science is crucial. Furthermore, the comparative analysis between the US and Europe will identify different policy patterns and nuances between FAs in each region and may consequently highlight differences in their agenda toward open science. The study’s findings would improve our understanding of how FAs foster open science norms and practices, promote informed policymaking, and ultimately contribute to better science and knowledge transfer.

The study’s methodology will involve a systematic and large-scale review of existing open science policies employed by FAs. Aside from substantive open science requirements included in the policies, the study will also consider monitoring, nudging, and enforcement measures employed by FAs to compliance with their policies.
