Gould IV, chairman of the NLRB under President Clinton, voiced concern that if this tactic remains in place for several years, it could doom the unionization drive. “The biggest problem of all is if this policy stays frozen in place for two or three or four years, that’s the end, there’s no way this organizing drive will succeed,” Gould said. He said that by also dragging its feet in contract negotiations, Starbucks heightens baristas’ worries about delays in obtaining raises and benefits.
