Implementing Major Cross-Agency Federal Initiatives

Over the past few decades, there have been increasing complaints that the White House tends to centralize power and fails to leverage the staff, budget and expertise of cabinet agencies, particularly when overseeing initiatives that cross agency lines.

This policy lab practicum will study case examples of cross-agency initiatives, with an eye toward optimizing the White House/agency relationship to improve government performance when completing complex, multi-agency implementation tasks.  The work of the policy lab will be completed for the Hewlett Foundation and will be offered up to the transition team for whomever wins the Presidency later this year.
