A conference on citizenship, sponsored by the Federal Bar Association, in cooperation with the American Bar Association, Section on International Law, the Stanford Rock Center and the Loyola Rome Center, was held in Rome in September, 2014. The conference explored citizenship and nationality questions in various contexts, including the current crisis of Ukraine, secession movements in the UK, Spain, and Italy, and the current trend of “selling” citizenship in Malta. The idea of citizenship as civil or, at least, human right, was considered with special attention to the boats of migrants arriving in Lampedusa and unaccompanied minors arriving at the southern border of the US. We also discussed the so-called supra citizen—those people who may have access to multiple citizenships and who may, through technology, supersede traditional national boundaries. These issues were addressed in the beautiful Palazzo Antici Mattei, a 500 year old edifice in the heart of historic Rome.
