On January 21, Esther Choi, SFI Research Fellow, will discuss her research on blended finance, focusing on how it has been interpreted and applied in the specific country context. Given the persistent underinvestment in climate mitigation and adaptation, the emphasis has shifted to using limited public capital as a catalyst for mobilizing additional private capital. While all blended finance projects stem from local development considerations and operate at the local level, they are commonly generated from an external or more standardized approach. This in turn leads to little consideration of broader systemic influence the projects may have at the local level. Through a detailed case study of the Republic of Korea, which is undergoing a significant inflection point through the Korean New Deal, we seek to resolve the points of debate in blended finance, assess the role of public and private actors in facilitating sector transformation, and consider implications for state-led decarbonization in Asia.
