Michael J. Hasday, Associate, Anderson & Ochs LLP.
Hasday will discuss his paper on appellate court panel selection. Hasday contends that the methods currently employed are sub-optimal because they produce outlier panels or allow strategic manipulation. He will present a new panel selection algorithm which aims to make appellate decision-making more accurate, consistent, predictable, and fair.
Zach Graves, Director of Tech and Innovation Policy, and Philip Wallach, Senior Fellow in Governance, R Street Institute.
