Michael J. Hasday, Associate, Anderson & Ochs LLP.

Hasday will discuss his paper on appellate court panel selection. Hasday contends that the methods currently employed are sub-optimal because they produce outlier panels or allow strategic manipulation. He will present a new panel selection algorithm which aims to make appellate decision-making more accurate, consistent, predictable, and fair.

 

 

Zach Graves, Director of Tech and Innovation Policy, and Philip Wallach, Senior Fellow in Governance, R Street Institute.

The R Street Institute is a nonprofit, nonpartisan, public policy research organization or “think tank.” Its mission is to engage in policy research and outreach to promote free markets and limited, effective government.
