Proposition 47 Progress Report: Year One Implementation

Abstract

KEY FINDINGS

Since the enactment of Proposition 47 on November 14, 2014, the number of people incarcerated in California’s prisons and jails has decreased by approximately 13,000 inmates, helping alleviate crowding conditions in those institutions1. Proposition 47 has also reduced the number of jail inmates released from custody early due to overcrowding2 and should generate over $150 million in state savings this fiscal year3. County governments stand to save even more money: over $200 million annually, in aggregate.4
