Armenia Judicial Reform

In 2015, Armenia created the Supreme Judicial Council, an independent body designed to ensure judicial independence. The body has powers of appointment, discipline (shared with the Minister of Justice and Corruption Prevention Commission), and termination. Just three years after these reforms, in 2018, the Velvet Revolution, a nonviolent uprising, swept the country and ousted the government. Since then, the judicial reforms have been adopted by the new government with some success in appointments, but limited success in removal. Reform efforts have also been monitored, influenced, and motivated by Armenia’s membership in the Council of Europe.
