Colombia Judicial Reform
In 2007, following decades of increasing judicial congestion and a lack of access to justice for marginalized groups, the Colombian Government in partnership with the World Bank put in place the Justice Service Strengthening Project. The project focused on three primary areas of reform: (1) the transition from written to oral proceedings in labor, civil, and family law; (2) training programs for judges and judicial officers to prepare them for the new oral proceedings and judicial management strategies; and (iii) the decentralization of judicial services to bring justice physically closer to marginalized groups.
