Chapter 11: Firearms and Other Deadly Force

As part of SCRJ’s Model Use of Force Policy Beta Release, we will be posting individual chapters and accompanying explanatory materials.
OVERVIEW
Chapter 11 covers the use of firearms and other deadly force. It recognizes that officers may face situations requiring the use of firearms, and recognizes that the drawing and discharging of firearms constitutes deadly force involving grave implications—thus warranting clear and strict standards.
That is why this Chapter imposes stringent training and proficiency requirements for officers to qualify and re-qualify to carry and use a firearm. This Chapter also requires that the Model Policy’s preconditions for deadly force be satisfied before officers may draw and discharge firearms. When circumstances justify the use of deadly force, this Chapter permits the use of firearms.
This Chapter includes a High-Level Policy Summary, the full Policy Language, a Supporting Memorandum providing policy rationale and guidance, and a Comparison Memo Summary that compares this Chapter to certain other national, state, and local-level policies.
