Chapter 13: Crowd Control

As part of SCRJ’s Model Use of Force Policy Beta Release, we will be posting individual chapters and accompanying explanatory materials.
OVERVIEW
Chapter 13 sets forth the Model Use of Force Policy’s recommended approach to police departments facilitating and safeguarding the public’s constitutional rights to freedoms of speech and assembly and maintaining the peace in crowd events. It provides policies regarding police departments planning for and responding to demonstrations, protests, large-scale events, and other assemblies, including those that turn into civil disturbances. It also addresses strategies and practices for crowd management and crowd control, including identifying those methods that are prohibited, setting forth requirements for the use of other methods, and detailing the requirements and procedures for mass arrests.
This Chapter includes a High-Level Policy Summary outlining the overarching principles of the Chapter, the full Policy Language, a Supporting Memorandum providing the policy rationale and guidance, and a Comparison Memo Summary that compares this Chapter to certain other national, state, and local-level policies.
